In cases where the US State Department or Commerce Department (BIS) may have determined that your country may not need any license filed for your shipment, you will be charged this minimum transaction fee. This fee covers research needed to determine license eligibility.

This processing fee applies to each license filed and is a non-refundable fee.  This fee must be paid before we submit your application. No refund will be given in case of rejection by Commerce Dept. You will be invoiced for this permit fee when the application has been submitted to the Commerce Dept. as well as the cost of the firearm(s) including shipping charges to me. This license takes approximately 6 weeks to get approved.

You are responsible for all taxes or duties that might be levied by the Canadian revenue authorities. If your item has been manufactured outside of the USA you may incur duty at a 3.5% rate. Other charges such as provincial and/or federal sales taxes may also apply. Frequently Asked Questions

Q1. I want to buy a firearm from the US and have it sent to me in Canada.

A1. Any holder of a valid Possession and Acquisition License (PAL) may import a restricted or non-restricted firearm, depending on the limitations of their PAL. However, the US control the export of most firearms (antiques and muzzle-loaders are not controlled for export) and the US must issue an export license to the American exporter. Prior to issuing this license the US government requires that the Canadian importer present a document from Canada allowing this proposed transaction. To satisfy that US requirement Canadian residents may apply for an International Import Certificate (IIC).

 

The following steps are involved;

a.       have the US seller identify the exporter - the US government requires that this exporter be a Federal Firearms Licensed (FFL) gun dealer for most exports. In many cases the US seller is an FFL dealer

b.      apply to International Trade Canada (ITCan) for an International Import Certificate (IIC) by calling (613) 996-2387 or by faxing your request to (613) 996-9933 and requesting blank application forms. Once completed, the form should be returned to ITCan for processing and certification. Expect this process to take 2-3 weeks. The certified document will then be returned to the applicant for onward delivery to the US exporter. There is no charge for the IIC.

c.       pre-register the firearm through the Canada Firearms Centre. Pre-registration allows the importer to clear the firearm through the Canada Border Service Agency without any undue delay.

d.      the US exporter will attach their copy of the IIC to their application for an export license. In the US, applications for shotguns are administered by the Department of Commerce and for all other firearms are administered by the Department of State.

e.       once the US export license is issued the US exporter may then send the firearm to Canada.

f.       the Canadian importer is responsible for declaring the value of the firearm to Canada Customs and for ensuring that all safe storage and safe transportation regulations are observed.

g.      within 30 days of arrival in Canada, the importer must have the firearm verified and such verification confirmed with the Canada Firearms Centre.

CRYING EAGLE IMPORTS/CEI holds a class 08 (imports) federal firearms license through the US State Department; we are registered as an Importer pursuant to the Arms Export Control Act of 1976 (AECA); and also registered with the US Commerce Department for exporting. All exports must get prior approval by the appropriate federal agencies before we can export and this might take some time. I have had an approval overnight in one case and over 3 months in another. Commerce Dept. application (BIS711) approvals take 6 weeks or longer. If you are buying firearms through Crying Eagle a 50% down payment is required before the firearms are ordered, the balance to be paid prior to export. Any advice that we might give regarding your export should in no way be construed to be a substitution for regulations or decisions handed down by US governmental authorities. It is our opinion and advice only. Canadian importers (that’s you, the customer) are responsible for obtaining all the applicable paperwork, i.e., the IIC from Foreign Affairs & International Trade Canada, a current Possession and Acquisition License (PAL); a purchase order for the firearms either from Crying Eagle or a transfer from another dealer.
